Doesn’t look like a top-regatta boat to me and I don´t like the way the crew is handling the spinnaker., The pole is too low and also too far forward. There´s no use for a downhaul, when the boat is not bigger than seen here.
Besides I very much doubt, that this boat is going 16,5 knots.
The Ylva/Decibel video, as mentioned below, shows how easily a real regatta boat manages strong winds
Bengun04 below mentioned an Ylva going 24 knots average speed. I can suggest the video Ylva + Decibel. Here you can see with which effortless ease a real regatta boat is to be handled in strong down winds, going >15 knots.
Apart from that, I like this video too.
youre right about the spinikere down haul so the up haul must be slack as well depends at what angle the pole is to weather which one wants tightening,also i noticed the mast is not raked (i.e the forestay has not been loosened off) forward this will give more depth in the spiniker and produce a better speed and makes it wasier to keep flying.

16.5 knot speed over ground maybe, but I doubt your speed through the water was anywhere near that.

Beauty run! Just love it, been 23+ knots on a cat called Solar Heat (28′ racer just under 2ton), what a rush, now my friends and I putz around on a Catalina 27′ and lucky to break 7kts, still one the best feelings in the world to get pushed along by the wind, can’t get enough of it imho 🙂
